When is poverty a personal choice and when - а breach and disrespect of people's rights?

If a person has made decisions that have placed them in the situation of complete poverty, then it is there "personal choice". If the person passes up chances to escape their meager means or has turned to drugs or another expensive habit, then they have brought the poverty upon themselves.On the other hand, people's rights are being violated if they have no chance to escape poverty. They are stuck with little to no money and can do almost nothing about it. Citizens of third world countries for example have no choice. They are poorer than poor and can do absolutely nothing about it.

Poverty can be brought upon you if you make some bad choices, such as too much drugs or alcohal and you refuse to get work. But where there is comunisim(sp?) in places such as North Korea, for example, farming is forced even when it is not of any use. Hope this helps.

I suspect that poverty is ALWAYS a personal choice.  Some people dont know that they have a choice and some do. Those who do know sometimes reach for more...some dont.  

No one has a RIGHT to be wealthy or middle class or poor. There are many variables which influence economic standings, all over the world.
