  1. as you're not sure who they are, and you won't know them anyway, keep it polite, formal, and to the point. Address it to Sir/Madam, stuff like that. Simply explain your situation, if this is an organisation or w/e who help with issues like this they should be recieving letters like this all the time, so don't use any unneccessary explanation, etc...

if i were you i'd type it, to save any handwriting issues, and make sure to fully check your grammar/spelling- nothing comes across worse in a letter than simple mistakes like this.

Remember, when you start a letter with sir/madam etc, end with 'yours faithfully'! if you feel this is a little too formal, 'Regards' or something similar should suffice.

Hope i helped, good luck in getting your licence! xxxx

  2. Since you do not know them or anything like that go with what the first responder said...

    Dear Sir/Madam:

Something along those lines. Make sure not to over do the letter. Since most companies or oganizations or a place that helps with whatever must get many letters. So keep it short, simple, to the point.

So like the first responder, open it with a Dear Sir/Madam: (something like that) and explain your situation, and end it with something like, "Sincerely," or something like that. Check for any grammar errors, missing punctuations, etc. good luck in getting your license!
