I never got the "go goggles" from my rival in pokemon emerald?

i entered a gameshark cheat where i obtain all the pokeballs and i dont think there was any room in my key items and the go goggles are not in the pc. (REWIND): i am supposed to get the goggles after beating the 4th gym right?
