I notice guys staring at me but they never approach whats up with that?????

im 16. for example there is this one guy at my school who whenever i see him is constantly and i mean constantly glancing or staring at me. i am by no means the absolute hottest girl in school but i am no way near the ugliest. i don't consider myself intimidating- i was new to the school a couple years ago while he has lived here his whole life. we never talk. this crazy eye contact has been going on for about over a year now. i hardly acknowledge him when he looks at me. i dont know he just makes it awkward why doesn't he just talk to me for gods sake and tell me if he likes me if he does?? i mean hes always staring and watching me have conversations with people. i acutally like him and he seems really cool so what is up with him why do guys stare but not approach a girl??? it is confusing me really bad. also it seems like he always stares from a distance like far away from me so i wont see but i do notice quite often b/c he is in my direct view.

They are just too shy or self-conscious to talk to you. They probably think that you are too much out of their league and wouldn't want to talk to them.

Two reasons:

1) Fear of rejection.

2) Fear of being treated like a sleaze or a pervert.

Basically, guys are very ego and image conscious.  Having a girl reject them is very damaging to a man, all the way down to the core of his manliness.  Also, in this day and age of sexual harassment, guys are afraid of making a move for fear of being reported and punished for making an uninvited advance of some sort.

You answered your own question ;)

That's exactly why he hasn't approached you yet. ONE of you is going to have to make the first move. Why not just start by acknowledging his stares with eye contact and a nod or a smile? Give him any signal that you've noticed, but keep it friendly.

WHEN GUYS WATCH YOU ALOT, ITS MORE THAN LIKELY YOUR A BEAUTIFUL DOLL AND THEIR PROBLEY SHY OR THEY JUST LIKE LOOKING AT BEAUTY. PROBLEY THINKING THATS ALL THEY'LL EVER GET TO DO, LIKE YOU BELONG TO SOMEONE ELSE. NEXT TIME ONE STARTS WATCHING YOU GO TO HIM AND TELL HIM WHO YOU ARE AND STRIKE UP A CONVERSATION. Normally it's intimidation or the fear of being rejected face to face.  I am a direct person... if I see someone is interested or can't take their eyes off of me I approach them to eliminate their anxiety.
