I noticed that my 20 plus foot theves poplar tree has a bunch of curled up leaves?

hello i have a theves poplar that has grown signifigantly big. i planted it in the spring of 2000, it was 6 feet tall and it was a stick. now its at least 25ft tall and has 3 to 4 in diam trunk and heres the problem i noticed: the leaves at the end of many branches are curled up and theres some white stuff inside the damaged leaves that could be aphids but in the previous years i have found catitpillars inside the damaged leaves. one more thing; back in the spring of 2003 all of the orignal branches died and i cut them off so the suckers would replace them and now the tree looks beautiful since i left the strongest suckers and have keep them maintained. so what should i do to save this tree which i love to death?
