I off roading in my jeep cherokee and found a bump on the tire of the front passenger side wall. Whats wrong?

You need to have your tire replaced.  You have broken the steel belting on the inside of the wheel.  If you do not replace the tire, you have a very good chance of having a complete blow out of the side wall.

The steel belting broke and the rubber is bloating.  You need new tires.  Many tires come with mileage guarantee so you might be able to get pro-rated refund.
