No you can not travel to vietnam without the travel documents. you must have it.

If you are a citizen of Vietnam, you will need a Vietnamese passport to re-enter the country. If you hold a passport from most other countries, you will need an entry visa.

If you have a Vietnamese birth certificate, you won't need a visa, but you will need some country's passport to get into the country, or for that matter, to board an international flight.

If you hold a Permanent Resident card from America, call your local Congressional Representative's office to find out what you need for documentation to re-enter the United States. They have become serious A holes about re-entry in America.

If you have a green card, all you need to travel to Vietnam is a travel visa. The travel agent that booked your trip can help you, or you can contact the Vietnamese embassy in DC.
