I owe Foreign Affairs money?

I owe Foreign Affairs money and I need to get a passport.I was wondering will they issue me a passport or will they expect all the money I owe before they issue a passport to me it has been about 8yrs and I was wondering how it would be or if they let me make payments thanks in advance

after 8 years it should have been paid off if you really intended to pay

depending how much you owe maybe they will not issue you with a passport, ring them and ask
