  1. No, you could just do some jail time instead.


  2. If you really do owe taxes from 1999, the state can make enforced collection efforts for as long as the statute of limitations is open.

  3. Time to get a tax lawyer.

  4. Better consult a NY tax professional.  In IRS matters there is an option (not recommended) to wait out ten years but I don't know about NY.

    In all fairness, it is better to pay your obligations if you can.  If they owed you a refund, wouldn't you want them to pay you?
