  1. If Windows Movie Maker is all you need to edit your video, try DVD Flick to author the DVD.  It doesn't allow you to create chapter menus, but you'll get a playable DVD and it's free.  If you want something more sophisticated, look at Sony's Vegas Movie Studio.  If you need a prosumer level app, Sony's Vegas or Adobe Premiere are the leading lights.

  3. MiniDV tape based camcorders will transfer video from the camcorder using the camera's DV port. Using a firewire cable connected to the firewire port of your computer, MovieMaker (Windows) or iMovie (Macintosh) is bundled with the operating system.

After editing, DVDs can be rendered using WinDVD (Windows) or iDVD (Macintosh).

If you want more sophisticated applications, Sony Vegas and Adobe make an application that get lots of attention on Windows - for Macintosh, FinalCut Express and FinalCut Pro and DVD Studio pro do a great job for DVD menuing and rendering.
