  1. I have the same problem with a POS house full of POS Title 8 people in my neighborhood.  Go to the CITY CODE ENFORCEMENT people and get the LIST of what they look for when they enforce building codes... and then take a CLOSE look at the property and then be a good citizen and REPORT the SLUM LORD for BUILDING CODE VIOLATIONS...

I haven't been able to get rid of the house or the trash in it... but it sure LOOKS a lot better since he has had to spend a much fixing it up as he paid for the property to begin with.

  2. You don't have any rights to make someone else do anything with their property.

The only thing you can do is find out what your zoning laws/codes are for your neighborhood and report any violations.

  3. You can report any violations of building code or zoning code.

  4. sadly you don't, but you should go and ask if they are selling it, so you don't keep on thinking about it

  5. You can offer to buy it.   But, you can not deny them use of their own property.
