I own a retail store with 27 sets of fluorescent lights..............?

I own a retail store with 27 sets of fluorescent lights with 4 bulbs each in them. They all work on 2 switches. 7 of the sets are in my back room and are NOT needed, but I can not shut them off with the switch (they will shut off lights in my show room)

If I was to remove the bulbs from the lights I do not need would that save electricity?
