  1. As a paving contractor myself I've faced this question many times. It's true that you can find cement based products to sweep in the gaps. They vary in effectiveness. Alternatively you can make a simple mix of 1 part cement to 5 parts sand (make sure the sand is very dry by spreading it in the sun), sweep in small sections at a time (5m2) and gently misting the finished area. Don't saturate or the cement will not go off properly.

An even better solution is to sweep in dry fine sand then apply a paving sealant. This will bind the sand into a rubbery grout and slow down the sand loss considerably. You don't need to use an expensive sealant to achieve this.

    I hope this helps.

  2. They make concrete in a a caulking tube. (I picked up some from Menards, I am sure you can pick it up at any other home improvement store) I would buy my a few tubes and fill between the bricks with that. That will eliminate having to keep filling it with sand, and it will also make it easier to sweep.

  3. Quikrete has a new paver sand that solidifies when you water it.  Check for it at your local big box store.
