I reached the lucario rank but i dident get a statue why in pokemon red rescue team?

u hav 2 read ur mail they will tell u that u reached lucario rank and congratulations and bla bla bla and the statue should be there and i dont think u meet him cuz i got lucario rank and never met him and i tried 2 tell alakazam but he didnt care he jus said wat he usually says
