I read an article today about sovereign citizenship vs. federal citizenship?

could any one enlighten me on this and if so is there any merit to this?

  1. Sovereign citizenship is related to being a subject of a nation while federal citizenship is connected with being a constituent of a state.  The former is broader in scope than the latter.
