I read that after 2 years as an Ensign in the navy you are promoted to LT JG when do they become lieutenants?

O1-O2: 24 months, Pulse required.

O2-O3: 24-36 months, consciousness required.  

O3-O4: 5-7 years, intelligence required plus pass the Board.  

it is extremely rare to NOT get the automatic promotions to Jg or LT.  I mean you really have to be an idiot.

An O-1 serves, and takes tests, and will be evaluated. When compared to all other O-1s he will be ranked. The highest scoring O-1s will be 'selected' for advancement to O-2

An O-2 serves, and takes tests, and will be evaluated. When compared to all other O-2s he will be ranked. The highest scoring O-2s will be 'selected' for advancement to O-3.

With each step up the chain, some folks get pruned away. They mess up something, or they simply do not perform as well as others.
