I realize former President Clinton is an expert on cronyism, but who was he referring to when he . . . ?

was pointing out the cronyism in the Katrina catastrophe? Was President Clinton referring to his previous own cronyism (see source below) or Federal, State, & Local "cronyism" or just Bush?

Governor Blanco, the Democratic Governor of Louisiana who on August 27, 2005, , speaking about Hurricane Katrina , told the media "I believe we are prepared. That's the one thing that I've always been able to brag about."

Or Mayor Ray Nagin, the Democratic Mayor of New Orleans, on August 26 Mayor Nagin advised New Orleanians to keep a close eye on the storm and prepare for evacuation. 24 hours before the Hurricane he "pleaded" that they evacuate (with little help from the City).

"The way that emergency operations act under (Federal) law is, the responsibility and the power, the authority, to order an evacuation rests with state and local officials. The federal government comes in and supports those officials."
