i want to make a mixtape for free ( on the internet no money) with me rappin over famous beats, is that legal to do?

It doesn't matter if you are charging for said mixtape or not, you are performing such artistic property in a public forum.  Therefore you must obtain licensing.

hmm well i can't be of great help because i'm not positive but i'm pretty sure as long as you don't sell it (i.e. you aren't making a profit off of somebody else's work) then it is legal
