  1. The red color of rubies is caused by chromium in the crystal lattice of aluminum oxide.  Iron inclusions would be considered a flaw, and would reduce the value.

  2. A small amount of Iron in ruby quenches fluorescence, the iron atoms prevent chromium atoms from creating rubies reddish fluorescence. An iron rich ruby will look dull in sunlight (which is rich in UV rays) compared to rubies that florescence in sunlight. It will be gem quality, but it will not be as expensive as a ruby that fluoresces. It may cost as much/little as a pink sapphire.

  3. A ruby absolutely can be gem quality with iron.  Fluorescence does not determine the value of ruby, color does.  Color is composed of hue, saturation, and tone.  If you have the proper balance between these elements, and the stone is nicely transparent, you will likely have a very valuable ruby.
