  1. They all do (see Rilifan's excellent answer).

    But if you're prepared to work, it can be cost effective over going to an American college. Especially if you don't get in to an American college! Your whole living expenses can be less than American tuition fees alone.

    Some universities run a summer course in French for prospective American students (especially for med school). - spend a couple of months in the summer learning French and then enroll.

    But be warned: the dropout rate is OVER 70% after the end of the first year (depending on which univeristy).

    Also, you won't get the "campus experience".

    Oh, and you get (almost) free medical insurance.

  3. Most French Public universities accept anyone who has what the French call a "bac" (  la baccalauréat) which is, more or less, the equivalent of a high school degree in the USA. (equivalent in terms of the number of years of education  it represents and not in the actual content of the education)

    On the other hand they then flunk out more than half of those they accept. If you expect the equivalent of an American College where everyone gets an "above average" grade just for showing up you will be destroyed in a French University.
