I saw a Weird bug outside of Famous Footwear just wanted to know what it is.?

Question

It was a insect with the body of a long wasp. It was green with stripes that were a lighter green and a yellow color. I could only see its back because it was hanging on to glass just siting there. It had 2 wings that were on his back side sitting side by side clenched together like a big green bumb on his back. He has a 3 inch stinger or a tail that was a brownish blackish color. Take your time to awnser nothing bad happened with it. Thank you.
