SAV usually means Stock At Value.

It means that if you are buying a shop you pay $250k for the actual business plus you need to pay for the stock the business sells as an additional element.

Reason why is because you would have to purchase stock if you were opening a new shop or business anyway. You will make a profit from the stock and therefore it is not included in the $250k.

Think of it like buying a new car, it usually comes with a near empty tank. You want fuel you have to pay unless the dealer agrees before the contract is signed. Why, so the dealer is not out of pocket.
