It means you shouldn't be driving in your condition.    I haven't come across any of those talking signs,   I have to read them all.  

Still,  the sign makes no sense to me either.

It means that cell phones should only be used in case of an emergency...NOT to use them while driving.

The use of cell phones while driving further distracts the driver (your attention is already divided). It makes accidents more likely to occur, possibly causing injury or death and/or property loss.

Many citie and states have enacted cell phone laws. I agree with them. I do believe that cell phone use while driving is dangerous and should not be done.

However, if you are in a situation where it is necessary, you need to move to the slower lane of travel, reduce your speed and use a hands-free kit. If possible, pull over to the side of the road (in a safe area).

Texting while driving? That is an absolute no-no. Yacking on a cell phone is bad enough...trying to text and drive at the same time is totally, utterly, absolutely stupid...you are endangering yourself and everyone around you.
