I saw a small private plane flying around my beach at night it emitted a small green laser beam .?

A small green laser was emitted from the bottom of the fuselage, anybody know what it was or could be? The beam hit the ocean and

was horizontal whereever the plane would fly. The plane was in almost idle and very quiet

What you saw, my friend, was a police aircraft measuring the speeds of passing cars.  The "laser" they employ is green.  It is nearly identical to the one used at automatic stoplight cameras (the ones that measure speed).  Some police departments use fixed wing aircraft to do this because they are so  much cheaper than helicopters to fly and operate.

prob was military or coast guard, using a night vision system

I'm a private pilot, and the only green light on a regular airplane is the nav light on the right wing and it wouldn't be that bright.

If for real - this sounds like either 'they' are after you or it's military, looking for Michael Chertoff or contraband.
