I saw four men, apparently city employed and in orange vests, doing.... - Question: What were they doing?

Just asking cause I'm curious, no particular reason. There was a white truck parked on the side of the street bearing the city name, with four men digging into the very, very front of the yard right next to the road. They all had on orange vests. The house itself was seemingly somewhat old. When I drove by the second time on the way back, one of them was spraying whatever was in the hole they had dug with a garden hose from the house. So, what were they doing?

It could have been any number of things.

Maybe they were checking the water meter and had to clear

debris from the meter so they used the hose from the house.If there is a leak in the city side of the meter they are resposible for the repair.
