The T-shirt is trying to be humorous.  It is saying that two of America's corrupt politicians should join together and run for the presidency in 2008.

On August 27, 2007 the Capitol Hill newspaper Roll Call revealed that Craig had been arrested for lewd conduct in the men's bathroom at the Minneapolis-St. Paul International Airport on June 11, 2007, and pled guilty to a lesser charge of disorderly conduct on August 8.

Eliot Spitzer

On March 10, 2008, The New York Times reported that Spitzer was a client of a prostitution ring under investigation by the federal government. Two days later, he announced his resignation as governor of New York, effective March 17, citing "private failings."
