All radio stations need to pay royalties however if you want to do it as a hobby and are not broadcasting commercials checkout inspeak or paltalk

In the US, if you are broadcasting music over the internet (or over the air) you must pay the appropriate royalties. How much and to whom depends on a lot of different considerations.check the below site for more info.
