  1. Yes, as long as PayPal shows the payment "complete", not "pending" send the item, the money is yours. the only time you should wait is if the customer paid by e-check, then wait for the payment to complete (just like a physical check).

It is up to you to transfer the funds to your bank account, if you want to do so. Many people leave some money in their PayPal accounts to fund online purchases. PayPal is accepted by a lot of merchants besides eBay sellers.

  2. It can take 3 to 4 days before the money goes into your bank account.  That is paypal's slow transaction rate, not the buyers.  If paypal has said that the money has been paid from the buyer, then you should ship.  You can get a bad feedback because you didn't ship right away.  You have the money, so be kind to the buyer and ship.

  3. Paypal won't automatically put the money in your bank account.  It'll just stay in your paypal account until you decide to withdraw the funds.  If the buyer has paid paypal, you should send the package now.  You have received payment.

  4. Once the payment is in your paypal account it is yours, send the item.

You must transfer the money to your bank account yourself, if you choose to do so.
