I sold my bike five months back without transferring RC.original is with me. Is it essential to transfer name?

i had a friend buy a car from one friend...friend A asked friend B to transfer name but friend B procrastinated. friend A unintentionally racked up $700 in tickts and now 4 yrs later the state took the $700 out of friend B's account. Friend B yelling at Friend A to get money back but friend A told friend B that she shouldnt have thrown the tickts out when she got them and let friend A know instead of 4yrs later. friend A feels its not her responsiblitiy to pay becuz friend B never switched name (when askd many times to) and threw out tkts (tkts r some othr fees hard to explain)...my point..this is a true story...u don't want it in ur name after the bike is no longer in ur posession
