I sometimes can't receive or send emails. How come?

You put your question under the wrong Category.  This is Music.  Secondly, you don't give enough information.  You don't say if it is Yahoo! e-mail, Google, AOL, etc.  When you say you can't send, you don't describe error messages or maybe your mail gets sent but the party never receives it.  Maybe you never receive mail because you have some type of e-mail Spam detector or filter.  It could be lot's of stuff. How come?  I know not.
