I started a group. How do I decide if people can join?

you can allow any one to join, consider moderating new members which will let you monitor their posts. more or less, you go by your gut feeling.

Click on Management on the left-hand side of your Group's web page.  Then click on Membership on the right-hand side of the resulting page.  Then click the Edit link next to Membership Type And Welcome Message.  Then, next to Membership Type, select Open or Restricted or Closed, depending on how you want your Group to handle new members (for each one, there is a short description next to the choice).  Don't forget to click the Save Changes button when you're done.

If you decide on restricted membership, you can create a questionnaire. Place it in the files section and click on the having it auto-sent to pending members. Then, based on the replies you get, decide if you want to approve the membership. Spammers like to join groups, but not to answer questions:-)
