Maybe he's only looking to hook up with someone. If he was really into you I think he would ask you out. Otherwise maybe they are just close friends. If your comfortable enough with him, start a conversation and put in at some point that you noticed he talks to her a lot, are they good friends. That will be your answer there, if they are just friends then maybe he's just not into you enough to ask you out.
