Your best bet, is to bring them to an avian vet to have them checked. Sometimes it's difficult to tell the difference.

Male and female pigeons are almost identical in appearance, with the female having a little less iridescence on the neck and breast.

Aside from surgical probing or DNA testing, the best way to tell the sexes apart is by their behavior, and that won't be clear until they are mature.

The male should bow to the female; spread his tail and walk toward her; turn in circles close to her; and/or feed her small amounts of food by putting his beak down her throat.  If he tries any of this with another male, he will be rejected; that's how he knows which birds are female.  The female doesn't engage in these courtship behaviors, but accepts them if the male is persistent.  A pair of pigeons becomes very lovey-dovey, and they share the care of the eggs and chicks.
