I think my pool waterline tile near the skimmer is leaking?

Question

It may be the thinset/grout line on the tile in the mouth of the skimmer. How do I test for a leak in that location and how do I repair it? Do I have to cut the questionable tile out and regrout and relay the tile?

possibly using some phenol red solution(from your PH test kit) can find the leak....heres how to do that and a few other leak tips here: http://www.swimming-pool-information.com...  as far as repair,epoxy usually works for 90% of these leaks!
