I took my 2000 Hyundai Elantra station wagon through emissions and they said my #4 cylinder was not firing. ?

What exactly does this mean? I'd like to know roughly what to budget for the repair before I take it in...$300? $3,000?

It could be many things

0) bad fuel (water) go a shell station and fill up and add an additive

1) the top of the distributor is bad

2) bad wire

3) loose connection

4) spark plug is bad

5) or a bad fuel injector.

The list is from bad to worst and a bad fuel injector will cost you @ most 300 to repair.

could be a simple as a spark plug or a plug wire. about $15 if you do it your self
