I took the teas test twice and did not pass. So i decided to go for MA. Was this smart of me? ?

Remember you can only take the Teas test three time, your whole life. Is there any other RN programs in Milwaukee that do not require the Teas test

I don't know about the Milwaukee area specifically, but there are plenty of programs that don't require the TEAS test for admission.  I'm not sure what you mean by MA either, but if it is something you will enjoy doing for your career, then do it.  You could also consider going for an LPN first, and then applying to an LPN to RN bridging program.
