Does anyone know how to prevent this and how can I edit it the flare out like in photo shop or some other program?

  1. Lens flare  is caused by light reflecting inside the lens, either from lens surfaces or from internal components in the lens The fix is a good lens hood or shading the lens in some other way. That does not necessarily mean shading the subject

Sometimes you can photoshop it out Always start copying the base layer so you work on a copy layer

    1) Select the Healing Brush or Clone Stamp.

    2) Set the brush size to about half the size of the largest spot to be repaired.

    3) Option-click a clear patch of sky to define the source of the “healing.”

    4) Paint over the lens flare, dust, streaks, reflections, etc.

    5) save under a different file name

If you make a mistake you can either undo the error or if it is a large mistake just delete the layer and start over

  2. depends on the  picture...  post it, and let us see?
