It is private information.  The owner's identity is confidential, and anybody who runs the number for you and actually gives you the person't name can be charged under various laws.  I had access to driver licence and registration information as a broker and driver licence issuer.  I would lose my job, be charged under provincial and/or federal laws, and be subject to a fine of up to $10,000 for misuse of information.

    It is against privacy laws for the DMV to give out ownership information.  If someone arrived at my door, based on information given out by any state or provincial vehicle registry, not part of a legal and sanctioned investigation, I would have grounds for legal action.  As a registrations agent, insurance broker, and driver licence issuer, I had access to driver and vehicle information.  You could be a police officer in uniform and I could give you absolutely nothing, even if the vehicle was in our parking lot and the driver was in the office, without a court order.  And, of course, if you had the court order you would have sources other than my office.   I could access information from other sources if need be to complete transactions, but never without the explicit permission of the client.  Dem's da law now, and it will only get tighter, not looser.


  2. You are all wrong. If you call your state's DMV and give them the year/make/model and VIN # they will usually tel lyou owns the car or send you onto someone else to do a search. I run an insurance agency and I do this ALL the time.

  3. I'm not sure you can unless you know a policeman who can run the VIN through all 50 states DMV's to get a registered owner.

    Section 2721. Prohibition on release and use of certain personal information from State

    motor vehicle records

    (a) In General -- Except as provided in subsection (b), a State department of motor vehicles, and any officer, employee, or contractor, thereof, shall not knowingly disclose or otherwise make available to any person or entity personal information about any individual obtained by the department in connection with a motor vehicle record.

    Subsection B lists law enforcement, tow companies with actual possession of the vehicle, and insurance companies with a claim against a vehicle.  The general public can not get the information.  No friendly law enforcement officer will release it to you if he wants to keep his job.
