I tried to switch over my phone service from AT&T to Charter. Guess what? I made a big mistake!?

Charter came out for the installation of the voice service, not only that the installation didn't take place, they sent a request to AT&T to have my number disconnected. They finally came back out five days later and performed the installtion. The installtion was half-way successful ---- Can't take inbound call. A couple of days later, I lost the dial tone. It has been almost 2 weeks and my phone is still completely dead. I wonder how can an incompetent carrier like this stay in business. Can anyone tell me where can I go to file a complaint/grievance against Charter? Will CPUC take it since Charter is not really considered a utility company? TX.
