I try to open a picture in photoshop but

the only thng that appears is a window with the name of the picture up top but inside its just white......whats going on??

you might have it saved under a wrong file like jpeg

change it.

I'm sorry I have no idea.

But maybe you saved it in the wrong format for that type of picture/animation?

Just a thought, but where did the picture come from?  Was it yours, or did you take it off the internet?  A photographer probably did that to made sure nobody could steal their image.
