Just YOUR shirt (w. a few buttons), no shorts w. her bra and underwear and the shirt is long enough to cover her butt.

AFTERWARDS, he held me closer and wrapped our legs around each other.. he tickled me more and i wanted him to "stop" so i kissed him on the cheek about 3x playfully and he smiled but didn't do anything after...

He may be a little afraid of rejection.  If his first kiss was at 22 he probably hasn't been here before and he might be afraid he's going to do it wrong, scare you, hurt you or something like that.  Some subtle reassurance would probably help him.

Also, he may be afraid of giving that power to you.  Giving in to that desire might be a little scary for him.
