First two alphabets are for the name of state ( in your example MP is for Madhya Pradesh). Next two digits are for District or sub division or registering authority . Next alphabets ( may be one or two ) are for series of that registration authority and the last four digits are the serial number in that series.

Here MP stands for the two letter state code of Madhya Pradesh which is quite obvious by looking. 09 is the two digit district code of Indore; 1435 is the usual license plate number & lastly HE are the optional alphabets & used if 9999 numbers are used up or sometimes used for a particular category of vehicles.
