Dynamic IP (for public IP or internet IP) is assigned by your ISP, in a lot of cases, you may need to buy static IP from them. For my experience, as long as I never turn off my router before the DHCP IP lease is over, my IP address will always stay the same

yes you can make a server with a dynamic IP . You can only transform your dynamic ip to static ip by calling in your isp and telling them that you want to buy a static ip.
