Everybody and their aunt wants to be a model - whether or not you CAN be a model is another matter. Looks are not enough. Hight, edge and walk all factor in. Also some very beautiful people are not photogenic.

If you are any good you will be scouted - There are scouts in all major world cities.

Start by sending your pictures into talent agencies start local first and then see how that goes.
