Just create a image, then import it to the softwares mentioned above and export it as .ico file with various shapes of 16x16,32x32,48x48...

Go to your desktop and right click, then go down to the thing that says new and click, pick the shortcut you want and click.

If you want to save something to an icon then click save as and go to desktop.
