if you have the paint program on your computer you can upload them there and arrange them...but to edit them you should want try photobucket.

You could copy and paste them next to each other in paint..

I dont know any free software but some good software to use would be pro paint shop / photoshop / adobe  fireworks?

I find adobe fireworks the easyest to use so just search "adobe fireworks" or "macromedia fireworks" in google, click on the first link (the offical site) and download a free month trial.. then u can use it for a month and the lease will end after 30 days.. so it wont cost u a penny! If you want to use photoshop then just search "photoshop" in google and click on the first link.. then download the free trial same as you would with adobe fireworks!!

you can use "paint" you should already have it on your pc.

ok.first you need to open the pic you like using windows picture and fax viewer.then find print screen/prt scrn on your keyboard.

now,open paint and press ctrl+v

the picture will be in your paint screen now

now drag the picture(left button of the mouse)and move it to the upper left side of the page so that the corner of the picture will be in the corner of paint.

now,find the rectangle shape in your tool and click on it.

choose the white area around the picture and step by step delete them.(press delete on your keyboard)

then again using the rectangle tool choose the area where the main picture is and drag it wherever you want.

now minimize paint.and open the other pic.like before cut the unnecessary parts and using right click of the mouse,click on "cut"

go to the first paint and press ctrl+v again

you can change the place of the pics using that rectangle tool(and draging it like before)

you will do the same process for other pics.

after it's finished go to file press save as and save it wherever you want.

aaaaaaaaah.my fingers hurt.I just wrote a story!
