I want a lightning to run mid 10's 1/4 and be street legal. without spending 20K.?

Mid 10's will take a lot more than a tune and dumping weight. Find a late 60's VW. Build the S*it out of the engine for about $5k.

Or a POS Camaro, and toss a blower on it.

Same idea with your Ford Lightning. Find a cheap POS Lightning, lighten the cr*p out of it, and slap a blower and some headers on it. Probably will get in the 12's. To get 10's you need $15,000 engine work and many other mods to handle the power. If it is streetable, it'll get 5-6 mpg.

First find an old Honda Civic. Fine tune it and take a lot of weight off your vehicle.
