  1. Hate to break it to you, but Titanium will cost you substantially more than $700, even for the frame.  Your best bet is likely an aluminum frame.  You should be able to get a very solid machine in that price range.

  2. You dont fall off when riding road bikes. I have a fuji absolute dx that cost me 500 bucks. it has the small tires ( i should say thing not small, they are 27 inch tires)  but looks like a mountain bike. Its 23 lbs which isnt bad. Look at some road bikes too. those are generally closer to 1k but bring the weight down to about 18 lbs. ive hit some massive bumps and holes on my bike and have had no problem staying on and it has not damaged the bike. All though when i hit the one hole that i hit i never hit it again. lol. Ive only had one person who was on a mountain bike pass me and he was super built. he was even wearing a backpack. Other than that I would suggest a hybrid of some sort. great bikes really. Also look into used road bikes. My cousin just got a used giant ocr1 for 700 dollars. weighs under 18 lbs and he said he went 63 mph down hill on it. I think his speedometer is broke but who knows. Hope i have been helpful.
