I want any version of Xilinx except 10 series but absolutely free. How can I get ISE Xilinx ?

Contact your Xilinx Field Engineer for your area and ask him for an older version.  He probably has several sitting on his shelf, or he can get access to an earlier version.  

Of course, he'll want to know what your application is, which part(s) you are using, how many, etc.

Fill out a webcase and simply ask who your FE is for your country/area.

The FE's (at least the 3 I've worked with) are knowledgeable and friendly.
