This means - If your occupation is on the list and you have the required qualifications and experience, you may be able to get an offer of employment in New Zealand and a work permit.

You will have to meet the usual immigration requirements, and Immigration New Zealand will establish whether your offer of employment is genuine, whether it is sustainable and whether the business offering employment is able to meet its obligations under New Zealand law.

I have a hard time believing you or your wife are civil engineers. Civil engineers take an oath to their profession that they will not harm the general public by cutting corners.

By asking that question, you are breaking your sacred oath.

You Sir, are not a civil engineer.

And if you are, I guarantee you that you will not be allowed to practice in any country of the British Commonwealth with an attitude like that.

You need to do some work on your english- I wonder if I have worked out why you want to avoid IELTS. YOu must know you would need English proficiency to work as an engineer - I don't think there is any way to avoid work on your english. Good luck.
